A Maldives trip is never one city.

We cover the country the way you actually travel it, end to end. A base to start, more places to string on from there.

The country is 99% water. Plan it like a sea voyage, not a city break.

Travelers choose between sealed resort islands – all-inclusive, with alcohol, private transfers and unlimited beachwear – and the local islands that host guesthouses, tea shops and modest dress rules. Guesthouses cost roughly $40-150 per night and give access to village life, while resorts start at several hundred dollars per night and include everything else.

The archipelago stretches 871 km along the equator, but every itinerary passes through Malé or Velana International Airport. Moving between atolls usually means returning to Malé, then catching a ferry, speedboat or domestic flight to the next base. Public ferries link Malé to nearby islands like Maafushi, Gulhi and Fulidhoo on Sun/Tue/Thu, but nothing runs on Fridays.

November to April is the dry season with clear water and good visibility; the May-November southwest monsoon brings cheaper rooms, surf and the manta-ray feeding season in Baa Atoll’s Hanifaru Bay. Whale sharks linger year-round in South Ari, making that atoll a constant draw.

What actually goes wrong, and how often.

The real risk in Maldives is getting around, not crime. Roads, water and the way people move between places is where the honest warnings sit.

The real risk here is water, not people. Maldives Police data given to parliament put marine-related tourist deaths at roughly 112 over recent years, 68 of them drowning and 42 while diving or snorkelling; the UK Foreign Office separately counts more than eight British drownings since 2021, blaming strong tidal currents. As of mid-2025 there was still no binding national safety-briefing or lifeguard standard for local-island excursion boats. Crime against visitors is genuinely rare and mostly petty theft. The US State Department's Level 2 rating is driven by terrorism risk and slow emergency response on remote islands rather than street crime, and the one specific caution both governments repeat is to avoid empty streets in Malé and Hulhumalé after dark, where gang-related knife violence occurs outside the tourist bubble.

Fake IMUGA traveller declaration websites

Maldives Immigration has issued an official warning naming specific scam domains, including sites styled "IMUGA application," "IMUGA Online" and "IMUGAMaldives.net". These charge $20 to $100 to file the mandatory pre-arrival Traveller Declaration, which is actually free.File only at imuga.immigration.gov.mv/traveller, the sole official site, within 96 hours of arrival. Screenshot the QR code it generates rather than relying on email at the airport.

Liveaboard and dive-cruise booking fraud

Fraudulent booking sites take advance payment for liveaboard cruises that do not exist, or switch buyers onto a lower-grade boat after arrival once payment has cleared. Maldivian Independent reporting describes tourists left stranded by this pattern most years.Book liveaboards through an established operator with a verifiable office and real reviews across multiple platforms, not just its own website. Pay a deposit rather than the full amount where possible, and confirm the specific vessel name before the balance is due.
